Illinois House Bill 3518, introduced in the 104th General Assembly, is known as the “Keeping Sex Workers Safe Act.” It aims to decriminalize consensual sex work by prohibiting law enforcement from arresting, charging, or prosecuting individuals solely for engaging in or performing sex work.
The bill establishes the Sex Workers’ Bill of Rights Act, granting sex workers—whether employed, contracted, or self-employed—the same labor protections as other workers under Illinois law. These protections include minimum wage, anti-discrimination and harassment safeguards, access to workers’ compensation and health benefits, and privacy rights.
It also ensures safe working conditions, protects against exploitation, and allows sex workers to operate as legitimate businesses if self-employed. The bill repeals prostitution-related offenses in the Criminal Code of 2012 and takes effect immediately upon passage.
